SOAP RPC plugin should be upgraded to be a version 2 plugin

      Someone boldly claimed at AtlasCamp 2010 that all Atlassian plugins were Version Two plugins now. Looking at atlassian-jira-enterprise-4.2-m7-source/rpc-jira-plugin/rpc-jira-plugin/src/main/resources/atlassian-plugin.xml it appears that the SOAP RPC plugin is still a Version One plugin. Even with the love being given to the REST plugin, the SOAP plugin is still a core plugin for many JIRA users.
