Issue filters do not follow issue security scheme correctly in some cases

Structure:
Project Diablo, project lead Jeff
Project Forge, project lead test

issue security scheme A uses a security level that uses Project Lead

DBL-1 is using this security level

test is able to see DBL-1 in an issue filter but not when trying to view the actual issue
