Permalinks on comments do not take me to the comment

When I click on this link:

It fails to take me to the correct comment (seems to be a page load/ javascript problem)

While I am on this page if I paste the URL again, then it kind of works - but it doesn't go to the beginning of the comment.
Looks like the stalker bar is tricking it.
