List of available locales is rendered in the JVM locale's language instead of the user's locale

      Steps to reproduce:

      1. Start up JIRA in a JVM with the user country and language set to something other than English (e.g. -Duser.country=DE -Duser.language=de)
      2. Go to the Administration > General Configuration screen to set your JIRA default language and set it to "English UK" (if not already done so)
      3. Observe that even after saving the language change, the list of available languages is still in German (or whichever language you originally chose).
