A Runtime Exception in Service Initialisation will stop all services from loading

    Description

      JIRA does not react well when a RuntimeException is thrown during Service initialization. It does two things:

      1. Does not load any of the services from the database.
      2. Creates some services (like mail) because it believes there are none in the database. This leads to duplicate services in the database.
