Description
By 'forensic' anaysis of the past email traffic, I could find out that since version 3.13.3 or 3.13.4 users that are not member of at least one group of the "global permission - Jira Users" do not receive any notifications by mail.
Searching through the release notes I could not find any feature / change that discribes this behavior.
We are using technical users that will never log in jira, with mailing list addresses as email addr, to notify many persons when creating an issue.
This won't work anymore unless the technical user has the right to login - which makes no sense.
Has this behavior come inside the code by 'accident'?
