A customer pointed out that the text for the default permission scheme is "This is the default Permission Scheme. Any new projects that are created will be assigned this scheme"

The problem is that when you go to create a new project the default permission scheme is not selected in the drop down - it appears to be alpha sorted list of schemes with the first one being the default.

On project creation we should make sure the default permission scheme is selected as the default.
