when issue is first created, allow reporter to add watchers

(related to JRA-1245)

There's no ability to assign watchers until after the issue has been created. (i.e. then you can go back and edit it to add watchers, if you have the permission to do so)

This means that there is no way to have other people besides the reporter + assignee get the initial notification of a problem.
