Default attachments directory not created

Clean installation of JIRA 4.0 B3. I created a data directory in the JIRA install dir.
I left the attachments directory choice at the default (looks like it's data/attachments)
Attachments got disabled and I saw the following message in the log file

2009-08-27 16:39:43,194 main ERROR [atlassian.jira.upgrade.ConsistencyCheckImpl] Attachments are turned on, but attachment path [/Users/mdoar/junk/atlassian-jira-enterprise-4.0.0-Beta3-standalone/data/data/attachments] invalid - disabling attachments

I went to Admin, Attachments and selected enable and the default location and the directory data/data/attachments was created and attachments are enabled. Seems like that should have happened during configuration.
