System dashboard by default has project and quicklink gadget which is not shown at the time of first login but there is error in default dashboard setting.

Steps:
1. Setup JIRA and create admin user.
2. Login as admin user.
3. In system dashboard we don't show project and quicklink gadget.
4. Now if user click "Default Dashboard" link in Administration.

Result:
1. User sees project and Quicklink gadget with error message "This gadget is removed by administrator.Please delete...."
2. Its going to confuse user as login user is admin only.

Expected:
1. If we don't want to show project and quicklink gadget as their is nothing to show, we can just remove those gadgets from system dashboard rather then showing some confusing message.
