Update UI and Docs regarding misleading Retain Values on Bulk Move Issues

I wasted a couple of hours today trying to figure out why when I did a bulk move from one project to another all my component and version info was lost.

I first spent a long time making sure I had created matching components and versions in the target project.
After the move, all those values were lost. I reread the documentation on bulk moves:

I don't see a note in there that this almost certainly WON'T WORK.

There is also no indication from the UI itself this this probably WON'T WORK.

I had a hard time finding info about this in the Jira Forums as well.

Finally I discovered JRA-8248, a critical open issue that was opened nearly 4 years ago.

PLEASE update the UI and the documentation to indicate this probably WON'T WORK.
It is very misleading in the current state.
