Irritating grey border on portlets flashing on mouseover

I've patiently waited for beta2, assuming this must be on the to-fix list, but perhaps not. Is it just me, or is the invisible-until-you-mouseover portlet border thing extremely ugly and irritating?

Firstly, ugly because its invisible presence causes the portlets to appear vertically unaligned and randomly positioned:

Secondly, irritating because the border and title (which is huge) constantly flashes when I move the mouse over to click on something. If I'm clicking on the 4th portlet down I get 4 different portlet borders flashing on and off.
