bulk move (and hence bulk migrate) of issue populates subtasks' assignee list with wrong users

When the target and destination project don't have the same set of assignable users we need to migrate the assignee field for issues and their subtasks. However, we currently popular the subtasks' dropdown with assignees from the current project rather than the destination project.
