Merge Versions sometimes sets the wrong version

Test Case:

1. Create three versions 1, 2 and 3
2. Create an issue and assign the Affects Version to 1 and the Fix version to 2
3. Create a second issue and Assign Affects Version to 1 and Fix Version to 3
   
   
   
   
4. Merge version 1 & 2 into Version 3
5. Some of the versions will be blanked out when they should all display version 3
   
   
   
   

I can reproduce this every time.
