Take out URL encode from WebWork URL tag so that we get rid of the jessionid= problem

JIRA does not use the JESSIONID url encoding and requires that you have cookies in order to work.

However when the webwork tag uses HttpResonse.encodeURL() to encode the jessionid ito the URl if need be. That need be situation is whenever a person logs on for the first time.

This generates invalid URL in JIRA all over the place.

We need to decide whether to fix it in the the webwork url tag or in the 200 odd places we have that are using the url tag wrongly.

My gut feel is to fix it in the web work tag itself since we do want the behavior in the first place.
