Allow changing license on Data Import in new JIRA instance.

      When I do a Data Import into a JIRA instance that is already set up, I can optionally add a difference license to use.
      (eg if I am importing an archived backup, the old license may not be valid for this version of JIRA).

      However, that option is currently not available when doing an import into a newly created JIRA instance.
      (In the http://localhost:8091/jira/secure/SetupImport!default.jspa page.)
