"Caching" issue in Group Browser page

When adding or deleting a group from permission schemes or notification schemes, the changes are not reflected in the Group Browser page.

Steps to reproduce:

1. Create a new group, "test group".
2. Add the "test group" into one of the project permissions (e.g, Create Issues permission) in a permission scheme (e.g, Default Permission Scheme).
3. Add the "test group" into one of the event in a notification scheme.
4. Navigate back to Administration -> Users, Groups & Roles -> Group Browser ->, click on "test group".

You can see that the permission scheme and notification scheme that are using the "test group" do not appear in that page. Please see the attached screenshot.

The problem can only be corrected after JIRA is restarted.
