HTTPS connector in JIRA Standalone does not define the useBodyEncodingForURI="true" flag to avoid problems with UTF-8 characters in the request URL

      We need to add the useBodyEncodingForURI="true" to the https connector (that's commented out by default in standalone) to ensure that requests with UTF-8 characters in the URL are handled correctly.
