Description
When configuring the default dashboard, if no projects are created, and you try to add a portlet, the following error is returned:
You don't have permission to view the portlet 'ASSIGNEDTOME'.
My user was a system administrator.
I stepped through the code and found the reason was because there were no projects, it therefore decided that I didn't have permission to view any projects, and so threw the error.
In addition, the error page had many unresolved i18n keys, both in columns and on the titles for the image buttons, and also all the existing portlets had disappeared. See attached screenshot.
