JIRA Admin portlet causes errors if added to dashboard then admin permission removed

If you add the admin portlet or copy the default portlet when you are an admin and then subsequently are removed from the global Administrator permission, the dashboard can not be configured as it throws an error about not being able to see admin dashboard. You can't even delete the portlet to restore proper behaviour.
