View Issue page - Clicking Labels "EDIT" multiple times adds multiple glass layers

Click the Labels "EDIT" button multiple times before the AJAX label-list call returns and the label editor div is displayed.

The semi-transparent "glass pane" is added multiple times, making the page darker and darker. When you click Done in the Label editor, only one glass pane is removed and you cannot click on the page.

Adding a flag to check EDIT state before firing AJAX would fix. This may be overkill.
