sort order of comments in issue view is not working in 3.12.3

    Description

      clicking 'sort order' of comments in the issue view screen for 3.12.3 does not perform the associated action

      It should appear similar to:

                  <a rel="nofollow" href="/browse/RDP-1?actionOrder=asc"><img src="/images/icons/up.gif" class="sortArrow" alt="Descending order - Click to sort in ascending order" title="Descending order - Click to sort in ascending order" border="0" /></a>

      instead it is

      <a rel="nofollow" href="/browse/JSP-22990"><img src="/images/icons/down.gif" class="sortArrow" alt="Ascending order - Click to sort in descending order" title="Ascending order - Click to sort in descending order" border="0" /></a>

      The actionOrder=asc/dec is not being appended to the URL params list

      Steps Taken to produce the issue:

- enter issue id in quick search and click enter
- when the issue details are displayed, attempt to sort the comments
- notice that the comments are not sorted, after clicking on the sort icon
