No way to set the preference email format for the notification that send to the "Single Email Address"

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      JIRA is unable to set the preference email format when an email notification is sent to a "Single Email Address". At this moment, only those users who are exists in JIRA are able to set the preference outgoing email format. However,if the email is sent to the Single Email Address which doesn't exist in JIRA, it will send the email with the default preference which is text format.

      It would be best if there is a way that can change the outgoing email to the HTML format.
