JIRA upgrade page should warn about possible character encoding issue if JIRA is moved between two servers.

      The upgrade page http://www.atlassian.com/software/jira/docs/latest/upgrading.html should warn users that they may have problem with encoding of the file names, if attachments are moved between two system with incompatible encoding (locale).
