If one user creates a filter and shares it to a group a second user is in, the second user can delete that filter. To do so they must manage their own filters, copy the Delete url from one of their own, and replace the filterid in that url with the one of the shared filter. Simply pasting in the url with a filterid of a filter they cannot view does not allow them to delete it.
