For all projects, the projects portlet sometimes displays links for Components and Versions, and sometimes doesn't. It displays them or otherwise based on whether the last project you looked at had Components or Versions.
Here is how to reproduce the bug:
1. Create a new JIRA instance.
2. Create two projects.
3. Add a component to one of the projects, but not the other.
4. Make sure your dashboard contains the projects portlet (it does by default).
5. Go to your dashboard.
6. Click on any of the links in the project portlet for the project that contains a component.
7. Go back to your dashboard (click Home).
For both the projects, the projects portlet will be displaying a Components link:

7. Go back to your dashboard (click Home).
For both the projects, the projects portlet now will not be displaying a Components link:
The same behaviour occurs for versions. That is, the Versions link is displayed for all projects in the projects portlet if the last project accessed contained at least one version. If the last project accessed didn't have a version, the Version link will not be displayed for any projects.
Looks like we are looking at the characteristics of the last project viewed to determine whether to display Components and Versions links, but incorrectly applying these settings to all projects.
First reported by a customer in JRA-13782. Verified by me with the means of reproducing it that you see here.
