Confusing "The 'Project Information' panel is not available" message when fields are disabled

    Description

      When a project's fix-for version, Affects version and components are hidden in the field configuration, users visiting the the "Browse" project page see this cryptic message:

      Note: The 'Project Information' panel is not available.

      and have no idea what it means.

      I raised an issue about this three years ago (JRA-5304). Since then numerous people have been confused by this (JRA-8913, JRA-5293, JSP-513 and most recently JSP-16616).

      If we don't have time to fix it properly (JRA-5304) can we at least just improve the wording? Something like:

      Note: No project information panels are available, as this project's version and component fields are disabled.

          Suggestion - JRASERVER-5304 On the Project Browse page the tab panels should not disappear if a field is hidden, instead is should be greyed out with a cause
