Error message generated in Add Comment Panel when adding comment to an issue

User is adding comment to an issue, it get this error message in the Add Comment Panel:

Errors
* You do not have permission to manage the attachments for this issue.

Step to produce this problem:

1. An issue is attached with an attachment
2. User is granted with "Add Comments" permission and revoked with "Create Attachment" permission.
3. User clicked on the "Comment on this issue" link.
4. Errors message displayed "You do not have permission to manage the attachments for this issue." in Add Comment Panel.
