Only include calendar javascript and css on pages that require the calendar

Currently we include the calendar javascript on every page. This is slow (as there are really only 2 pages that use it - Issue Navigator and edit issue).

We also bundle the calendar.css in the combined css that gets sent on every page. We should fix this also
