I'd like to be able to set the Default Assignee for a project to 'Reporter.'

(Usage scenario: We want one extra project in JIRA that people can use as a personal to-do list, so that they can have those things mixed in with regular JIRA work items. 99.9% of the time, issues in that project will only ever be assigned to or worked on by the person who originally filed the item).
