Description
JIRA XML import does not correctly ignore the unicode non-characters \uFFFF and \uFFFE.
When performing an XML import we process the XML for characters that are not valid XML. Currently this does not drop the \uFFFF and \uFFFE non-characters in unicode. The unicode spec http://www.unicode.org/charts/PDF/UFFF0.pdf defines these as
{qoute}<not a character>{qoute}
We need to strip these out of the XML before we try to import.
