Bugzilla importer does not check if entered key is already used by a project

    Description

      The Bugzilla importer prompts the user for project keys. If the user enters the key of an existing issue, JIRA goes ahead and creates another project with the same key:

      mysql> select pname,pkey from project;
+--------------+------+
| pname        | pkey |
+--------------+------+
| Test Project | TP   | 
| ABC          | TP   | 
+--------------+------+
2 rows in set (0.00 sec)
