Expected Behaviour: To be able to create and edit the issue security levels
Observed Behaviour: You can Add, and Delete, but not edit

Suggested Action: One of
o Changing documentation to note that you can create and delete issue security levels
o Changing the behaviour so you can Create and Edit the issue security levels.
