Emails containing attachments with non-ASCII names lost

    Description

      This is probably related to changes made for JRA-10825. When attaching a file (a PDF) containing chinese characters in the name, JIRA fails to add the attachment to the mentioned issue.

      Attached is the log (with -Dmail.debug=true) from parsing a mail with attached file with name 山手学院中学校 合格!.pdf:
