Prevent unassigned issues from being closed

      We have unassigned issues enabled in JIRA. It doesn't makes sense for an unassigned issue to be closed (someone had to look at it and either fix it or decide it wasn't necessary), and hence an issue that is unassigned should not be able to be closed.
