Redundant JIRA Global Permission (Manage Group Filter Subscriptions) in Standard Edition

In the Jira standard edition, the 'Manage Group Filter Subscriptions' in Global Permissions has no function because filters cannot be shared. There is no 'Create Shared Filter' permission. If the permission has no effect in the standard version, it should be hidden.
