TestUpgradeTask_Build56 should fetch the e-mail address from external-link.properties rather than hard code the value

The values in external-link.properties are modified by JIRA distributors. To ensure that the tests pass when distributors build JIRA, we should fetch the value of external.link.jira.support.mail.to from external-links.properties file rather than hardcode teh value.
