Allow configuring field columns as a Plan setting, and have them appear in Plan for all users by default.

Currently, it appears the field columns added in Portfolio are cached to the Browser. Meaning other users do not see the Plan in this way, and these fields do not appear if using another browser or after a cache clear.

We would like to be able to customize a plan view, with fields such as add "Progress (story points)" and "Release" as columns to their plan, and users would see this same view when they visited the plan, instead of having to add the fields themselves.
