Bring back "Earliest Start Date" to the new experience

    Description

      Problem Definition

      In the old experience, we are able to restrict the start date of an issue from after a certain date using the "Earliest Start Date" field in the scope table. Currently, this is not available in the new experience.

      Suggested Solution

      Add the "Earliest Start Date" field to the new experience.
