Allow to configure which issue status should be considered done

Portfolio does not schedule issue when its status category is `Done`.

Some use case exist where we do not want an issue considered done but it should not appear in the schedule. In that case it could be useful to have a plan configuration allowing to define custom status to consider as `Done` regardless of their status category.
