When creating a global rule via Automation Server Lite, the wheel is stuck at spinning and there is an error message.

Steps to Reproduce

1. Install Automation Server Lite 7.1.3
2. Create any global rule.

Expected Results

Referring to https://confluence.atlassian.com/automation/getting-the-right-version-993924597.html#Gettingtherightversion-provslite, the expected outcome would be users are able to Save and execute global rules.

Actual Results

Error message appears, and the rule does not save.

Workaround

Downgrade to Automation Lite 7.1.2

Note that the current affect version is marked as 7.1.2 because am unable to select 7.1.3.
