Ability to add custom Automation Rules to the Automation Library

It would be great to have the option to add custom Automation rules to the Automation Library.

Why/Benefits?

• It would help speed up Project provisioning for Project Admins (no need to re-create rules)
• It would allow a more experienced "automation admin" to create rules securely and share them with their team
• Project admins don't need to know the internals of other projects to find useful automation rules

Current situation

• It's not possible to add custom rules to the Automation Library

Suggested solution

• System/Project admins create an Automation Rule and decide it could be useful for other projects
• Admins add this rule to the Library
• Other Project admins can choose and add custom rules from the Library to their projects
