Refactor the logic on how projects are loaded into the rule configuration screen

Problem Definition

At the moment, when admin edits a rule, the current logic on how projects are loaded into this rule configuration screen could cause a slow interaction in the UI side when there are many projects to be loaded.

For example:

• As the user type the project name, it takes few seconds before the text gets populated/displayed on the projects field.
• As user tick and untick the check box of the projects, it will take few seconds before the check box displayed as ticked or unticked.

The plugin test was performed for ~500 projects based on Testing your app on a large DC

Suggested Solution

We need to refactor the logic on how projects are loaded into the rule configuration screen.

• And to test this plugin on a bigger size instance (for example, higher number of projects) to imitate enterprise scale instance.
