Allow granular bulk export and bulk changes to automation rules beyond transfer user

Currently the only bulk export function exports every single rule, so that when you go to import to your dev instance for example, you then need to go in and filter through and tick all the ones you actually want.

1. It would be nice if we could get more export functions where we could get a tickbox to select all the ones we want to export. Or export all rules with a certain label.
2. Persist owner and actor on import
3. Additional bulk change functions where we can modify the projects the rule is allocated to with more ease than the current set up. 

This afternoon I've had to move 23 rules from our test instance to our production instance and it's a lot more time consuming than it needs to be.
