Users Non-Super admin are not able to view/add links related to an objective(Portfolio/Program/Team)

Issue Summary

Users in certain system roles are not able to view/add/delete links related to an objective(Portfolio/Program/Team). It works fine with Super Admin and Product Owners. 

Steps to Reproduce

1. Log in to Jira Align as a super admin or product owner.
2. Navigate to an objective and expand links.
3. Fill in the description and link to be added to the objective.
4. Click on save. Link gets added successfully.
5. Follow the same steps but as a team lead or team member.
6. Try to add a link to an objective or delete an existing link.

Expected Results

Users should be able to add or delete links related to the objective.

Actual Results

Users should be able to add or delete links related to the objective.

Workaround

Until the bug is fixed, we recommend super admin or product owners to add/delete links for an objective.
