Estimation: Values are rounded in different ways

Steps to Reproduce

1. Login.
2. For any Portfolio set Estimation System to WSJF
3. Go to The Epics Backlog.
4. Click on Estimation.
5. For Any Epic set WSJF to 13 8 8 8.
   //Notice the WSJF total
6. Change the Job Size to 5 and back to 8.
   //Notice the WSJF total

Expected Results

Value is rounded in the same way in both cases.

Actual Results

After Step 5 WSJF is showing 3.62. This value appears throughout the application. 

After Step 6 WSJF is showing 3.63.
