Summary

Organisations using Centralised User Management can control the Organisation Administrators' role via the site-admin group. They can then programmatically use Add user to group and Remove user from group to control accounts with the Org Admin role. Still, there is no such functionality for Atlassian Organisation on the Original User Management.

Suggested Resolution

1. Define a group that can be used to control Org Admin permissions for Atlassian Organisations using the Original User Management.
2. Expand the existing Organisation REST API to support retrieving, adding and removing Org Admins.
3. Similar to providing product access, support a customer-defined group to be used to control this role.
