Allow administrator to enforce API token expiry duration

      At present, it is possible for users to create an API token at https://id.atlassian.com/manage-profile/security/api-tokens and set an expiry up to 1 year.

      This request is to create a functionality where administrators can enforce a setting, such as a 90 day token expiration. This would apply to all users in an organisation an ensure that any API token must be expired after 90 days, for example (or whatever the admin had set).
