Currently, we have open feature requests for admin API keys to be notified when they are close to expiration here:

      https://jira.atlassian.com/browse/ACCESS-1109

However, there is no current feature request for user access keys found in id.atlassian.com, as user API keys are also being subjected to the updated expiry dates instead of being indefinitely valid. Adding a notification button that will either email, message, etc., a user or an admin about a user API key expiring soon will give users enough time to ensure that an updated/new key is created and used to avoid any sort of interruptions to the scripts/apps that the user might have.

[ID-8807] Notify users when API key is close to expiration

If Atlassian is changing that part for introducing expirations, then it should be a no brainer to have such a functionality available. Why was is it not already prepared. Someone is not doing his/her job...

I see this differently. If Jira/Atlassian implements an expiration date for API keys (which I consider necessary and a good practice), then as a user, I expect to receive a prior notification from Jira/Atlassian as a reminder before the expiration date is reached.

Relying on another program, such as Outlook, for reminders is, at best, a workaround until Jira/Atlassian can implement this feature properly.

it would be nice to get a message from Atlassian, but I use Outlook for reminding me before my API-Key expires.
