Issue Summary
According to this page, Jira admins should be able to configure a team even if they are not a member of the team. While they can edit on-call schedules, escalation, and routing rules, they can't add new People or rename Team names.
Steps to Reproduce
- Log in with a Jira admin user.
- Go to the Teams tab and select any team where you are not a member.
- Try to edit the Team name or add new people
Expected Results
The Jira admin user should be able to edit the Team name or Add new people without being part of the Team.
Actual Results
The Jira admin user can't rename Team names or add new people unless they are Team members.
Workaround
Manually add the Jira admin user as a Member of the Team, and grant them Admin access under the Team Member roles. Or grant the user an Organization admin role.
